This is the bait that started it all at Case Plastics! The "Mad Tom" is commonly called a "Willow Cat" which looks like a baby catfish. This natural river forage fish was as important to walleye fishermen on the Mississippi river as shiners are to lake fishermen. The DNR banned using live "Willow Cats" in 2004. That's when Charlie Case created the soft plastic "Mad Tom". This is a FLOATING soft plastic. More recently, with the goby invasion, they work great as a drop shot or on the ever-popular Ned Rig.
